Nationwide reach

Within Arizona still reaches outside Arizona.

CGPD says it only shares data within Arizona.

That's not true.

The Police Chief's September 3, 2026 agenda document says Casa Grande shares camera data with law enforcement agencies within Arizona. At the September 8 study session, officials admitted that other Arizona agencies can have sharing agreements outside the state. When those agencies search, the reach goes beyond Arizona, and CGPD cannot stop it.

The logs also show Casa Grande officers searching far beyond Arizona. One theft search in late November 2025 covered 6,504 networks and 97,758 cameras. That is the whole country.

The admission

Other Arizona agencies can open the door outside the state.

CGPD can say it only shares within Arizona. That does not stop another Arizona agency with an out-of-state sharing agreement from searching beyond Arizona, or from collaborating with agencies outside the state.

What the city admitted

Searches can happen through other Arizona agencies that already have sharing agreements outside the state. There is no way for CGPD to stop that collaboration.

So "within Arizona" is not a hard border. It is a local setting that other in-state partners can route around.

The claim and the record

"Within Arizona" does not describe what the logs show either.

The city told the council

“Currently, CGPD shares ALPR data with law enforcement agencies within Arizona.”

The record shows

At the September 8 study session, the city admitted the limit does not hold. Other Arizona agencies can have sharing agreements outside the state. When those agencies search, the reach goes beyond Arizona, and CGPD cannot stop it.

The search logs also show Casa Grande officers searching far beyond Arizona. Of 18,413 searches in 13 months, 5,406 reached 100 or more camera networks and 62 reached 1,000 or more. One theft search in late November 2025 covered 6,504 networks and 97,758 cameras. That is the whole country.

Sharing on Flock normally runs both ways. If Casa Grande can search other agencies' cameras, ask which agencies can search ours. The Chief's September 3, 2026 agenda document does not say. 169 searches were labeled "Agency Assist." The document does not say for whom.

See it yourself

169 searches were labeled 'Agency Assist.' Ask for whom.

Bottom line

A within-Arizona policy cannot stop out-of-state sharing through other agencies.

The petition asks the council to turn off outside-agency sharing unless it publicly approves a narrow exception.
