Federal searches

Searches labeled for Border Patrol, ICE, and the US Marshals.

CGPD says it does not share data with federal agencies.

That's not true.

On September 8, 2026, the Police Chief told City Council in writing that the department does not share camera data with federal agencies, including ICE.

The city's own search logs show one Casa Grande PD account running 42 searches between January 3 to March 3, 2025 with reasons like "target veh USBP," "ERO FUG OPS," and "USMS/ERO," some across more than 300 camera networks and 5,000 cameras.

The claim and the record

The city said "No." The logs say otherwise.

The city told the council

“No. CGPD does not share ALPR and PTZ data with Federal Agencies including Immigration and Customs Enforcement (ICE).”

The record shows

The city's own search logs say otherwise. The Casa Grande PD account of Brandon Hill ran 42 searches between January 3 and March 3, 2025 with reasons like "target veh USBP," "target veh ERO," "ERO FUG OPS," and "USMS/ERO," plus 5 more "load vehicle" searches with the tribal police on the border. Some covered more than 300 camera networks and 5,000 cameras.

This is the pattern 404 Media documented in May 2025: ICE has no Flock contract, so local officers run the searches for it. We do not know the arrangement here, and these searches happened before the September 2025 contract. The handout speaks in the present tense and says "No."

Even if it stopped tomorrow, a city policy cannot bind the federal government. A subpoena compels Flock directly, and the contract lets Flock hand footage to "law enforcement authorities, government officials, or third parties."

Excerpt from the February 2025 Casa Grande search log showing thirteen searches by Brandon Hill with reasons FUG OPS SUSPECT, LOAD VEH TOPD/USBP, LOAD VEH USBP/TOPD, LOAD VEHICLE TOPD, stolen veh USBP, and Fug Ops, some across 228 networks and 4,266 cameras.

Ask the council to require, in writing, that no search be run for a federal immigration agency.

The searches, as released

47 searches. One account. Three months.

Every search below comes from the January, February, and March 2025 logs, from the account of Brandon Hill, Casa Grande AZ PD. Most carry a single case code, 4Z15BR254Z0001, or no case number at all. "Networks" are other agencies' camera systems.

What the codes mean

Border-enforcement shorthand, in plain English.

The reasons in the log are abbreviations officers use every day. Here is what each one stands for.

The pattern nationally

In May 2025, 404 Media documented how ICE, which has no Flock contract of its own, gets Flock searches done by local police who type an immigration reason into the log. We do not know the arrangement in Casa Grande. We know what the log says.

Source: 404 Media, ICE taps into nationwide camera network
USBP
U.S. Border Patrol, part of Customs and Border Protection.
ERO
Enforcement and Removal Operations, the part of ICE that arrests and deports people.
Fug Ops
ERO's Fugitive Operations teams, which look for people with deportation orders.
USMS
U.S. Marshals Service.
TOPD
Tohono O'odham Police Department, the tribal police on the Arizona border, which works closely with Border Patrol.
Load veh
Border-enforcement slang for a car suspected of carrying smuggled people.
ATL
"Attempt to locate."

A policy cannot bind Washington

Even if the searches stopped, the contract leaves the door open.

A city policy binds city employees. It does not bind the federal government. A subpoena compels Flock directly, and Section 5.3 of the contract lets Flock hand footage to "law enforcement authorities, government officials, or third parties" when it believes the law requires it.

Sharing runs both ways

If Casa Grande can search 6,504 networks, who can search Casa Grande?

The handout says data is shared with agencies within Arizona. The logs show searches reaching every state. 169 searches were labeled "Agency Assist," and the handout does not say for whom.

Bottom line

Turn off the sharing. Put it in writing. Audit it from outside.

The petition asks the council to disable outside-agency sharing unless it publicly approves a narrow exception, and to require outside audits with public results.
