Real-time tracking and watch lists

The cameras are the GPS. Each one knows where it is. When a plate on a watch list passes, an alert fires with the location and the time. With cameras on every main road, that is real-time tracking of any car on a list.
Any authorized user can create a custom watch list, and an entry can stay active for 30 days without a supervisor's permission. Officers in other cities used exactly this kind of feature to track ex-partners.
Everyone not on a list gets a searchable 30-day history instead.
